Q: Sounds incredibly risky to me. Why would any woman want to do this to herself?

A: One day we may expand on this (no pun intended), but for now the reasons would include the same rationale as why a woman would want to go from being an A-cup to a "full C" (seemingly the most popular size request): increased self-confidence, greater overall happiness/contentment, etc. Given that a lot of those goals can be achieved with more conventional sizes, it's worth noting that some women are more than just a little fascinated with the idea of having large breasts.
